How do you cover dress shoes with fabric?

There was an article in Sew News magazine a few years ago about how to glue fabric to pumps or dress shoes to match an outfit. I cannot find the article.

3. probably something that you should have a professional do. I think you really need to pull the shoe apart to glue the fabric between the upper of the shoe & the sole. The fabric needs to be cut on the bias so that it stretches over the shoe & moulds to the shape. GOOD LUCK
