Why do girls wear sleeves dress also exposing cleavage?

Why do girls dress tight exposing boobs and cleavage and their arms and thighs sometimes too?

7. Generally the rule is either short with the skirt or low with the shirt. To expose both is considered too much, but in the end it's a girls choice, and if she can pull it off... all the power to her. As for exposing arms, to me that's no done to be provocative, i'm in australia, it's summer here, and it's hot. Almost all my shirts and dresses are sleeveless, it's suits me, and it's the style i like, and if people think i'm trying to be overly provocative if that shirt or dress is also low cut, then that's their problem because quite frankly they are out of touch. It has been years since a women's arms have been considered a sexual feature that should be covered if she's modest, rather like ankles
