Where can I find cheap party dresses that still look hot?

I have a sweet sixteen to go to in a few weeks, but I don't want anything too prom-ish. Something short preferibly-but not too slutty.

5. ROSS is a good choice, but their selection can be hit or miss. I'd check there a couple of times before you give up.

7. wet seal they have some expencive clothes but thats really rare
