Need dresses for a party with black and white theme?

So, I'm going to someone's bat mitzvah party with the theme: black and white. I am having trouble finding perfect dresses and I don't have much time. My budget is about 30 dollars and less, but IF needed, I might be able to go a little over that. It should be fancy (evening) and spice it up with accessories like clutches and shoes if you want. I don't want a dress that's too long or too short. Please include links! Thank you SO much!
