What do you put under a little girls dress to make it poofy?

What are those things called that you put under a little girls dress that make the dress puff out? They're usually white with layers. I need one for my daughters halloween costume, but don't know what they're called! Thanks!

6. I always called it a can-can I had one for my prom dress one year...That may or may not be the technical term for it lol but if you go to a store and ask for a can-can they will know what you are talking about.
