What's the best place to buy dress shoes for a tween (size 4 or 4 1/2) in Toronto?

I've been looking for satin red dress shoes for a 13 year old without success so far! ( I'll like to buy them in the store or on the Internet if they offer free delivery or free return provided they don't fit well .
