how do you prevent skirts from rising up or turning?

I'm kind of short so I like to wear short skirts in the summer. I always have a problem of them rising up or turning to the side when I walk. I have to fix it every two minutes. How do you prevent that?

2. No offense, but I hope you never figure out a way to stop skirts from rising.
3. Sounds like they are a size to small, that would cause them to move and turn
4. I agree with the person above me. If a skirt is to small, they will rise and twist and pucker. Also, if it is an irregular, this could be causing some problems as well.
